Dining table DIY help

I am going to paint the lower half of my small round dining room table like this picture. Can anyone recommend a good paint and how I go about doing it?
Do I just sand, prime then paint? Sorry I'm a complete novice at this.

I've used Rustoleum Furniture Paint in satin finish and it is very hard wearing. Rub down with sandpaper then wipe clean. Use one or two coats of a Zinsser primer (the one that isn't for bare wood) then two coats of the top coat in the colour you like. Give it plenty of drying time to fully harden and not just be touch dry.
