Help! Painting newly plastered walls..

We have had a large room re-plastered 4 weeks ago so plenty of time to dry out. Kitchen area has been painted fine. Family area has had 1 coat of emulsion and water mixed, and then 2 coats of paint but is looking like this? Any ideas why or how we can fix?? Thanks

Hi, did you seal the plaster before painting? If not, that might be the problem.
