Bedroom playhouse

Looking to convert a bunk bed/cabin bed into a playhouse in DD's new room. Would you think it's better to:

a) have house walls/door built on bottom and a balcony on top
b) have house walls etc built on top with space underneath?

DD is 3 and want the room to grow with her. I don't want her to sleep in it as she already has a double bed so going to put carpet in rather than a mattress.

Any thoughts on which way round would be best?

They prefer to play up high ime so the second option. BUT if it's t a bunk be done rather than a cabin bed I would not let a three year old play on it.
