Preparing walls for painting

Looking for some advice please. I've taken the wallpaper off in the living room and it's also taken the paint off underneath in patches. Can anyone tell me how to get the walls smooth enough to paint.

We bought a polycell undercoat for our walls, which were exactly like that. it's like a gooey sticky white emulsion and fills in the holes where the paint has come off. It seemed to work quite well. The woman in B&Q reckoned that white matt emulsion would do it though so you might get away with that.
