Chips/jagged edges on skirting board

Currently painting our bedroom and have gone to do the skirting boards and noticed the wood isn't a smooth line. It has chips missing here and there. There's a built in wardrobe and the vertical strip along that is particularly bad. The previous owners had wallpaper and it didn't stand out then but now that I've stripped the paper and painted the walls it really does. Is there anything I can do to neaten it up a bit?

I can't afford to get a professional in so really hope there's something I can do myself. I've read about decorators caulk, would that do the job?

I would suggest using some general filler such as this and then sanding it down ...

This should be done before painting.

Decorator's caulk is flexible, but you ideally want something more solid, so a filler is better.
