Cellar conversion

Has anyone made cellar into dry usable room
?
We are planning to down size and this may be an option so that our son has a bedroom !
I've heard scary stories about it going wrong . Lot of cash to spend on a dark small room ?
The house we are intrested in wd release equity and make ya mortgage free . There is a known underground stream that runs below the Houses .

Who's would need to get it tanked and make sure the staircase meets regulations. Can you put in a glass skylight by digging out the garden? Bedrooms with no lights are fairly horrible. If the work is done properly, it is not cheap! Heating will need to be considered too.
