Its my 40th next March and I fancy a few days away with the family to celebrate. They will be aged 2yrs and 4yrs then. Can anyone recommend anywhere which wont break the bank, where weather will be reasonably good, child friendly and plenty for us to do.

Disneyland Paris - I took mine last March aged 4 and 2 and they loved it. Perhaps not what you might have been thinking of, though!

Pisa is great - see the tower then eat pizza and ice cream. There's a big green space by the tower to run around in, and horse drawn carriages if you fancy something touristy.
Not much else to do excpet enjoy each other's company.
