Driving in France.... Is this true?

Have been told that you must drive in 30mph (or equivalent) zones with headlights on and that you must carry a spare pair of glasses if you need them for driving. Can't see half the French doing this never mind the tourists. Has anyone else heard this? Anyone know where I can check it out?

Doesn't mention specs - replacement bulbs recommended but not compulsory - headlights in poor visibility.

The source that I had the original info from was the RAC. Can't help but think that they may have had it ......wrong?
