which asian airlines charge less for child fare?

so db is getting married in phillipines and we are trying to get there.....we will have a 4 yr old and 1 yr old..... Airlines seem to differ how much there child fare is, from 30% upwards.... Anyone know which asian airlines are at the cheaper end of the spectrum?

I thought over 2s were a fairly standard 70% long haul - Singapore Airlines and Thai definitely are, as are BA.
