Buggy for travel

Can you recommend a cheap lightweight buggy suitable for taking on a plane? Can you take a carseat on the plane with you? Do they charge for extra baggage. My d is 8 mths old.

i got a mothercare jive off freecycle, was absolutely fine.
you can take a carseat on the plane but you'd have to pay for a seat
