Sorry to be so stupid but does dh (British citizen) need a passport to travel from London to Rotterdam?

You need a passport to go to any foreign country. If you are going into Scotland by air or to Ireland you need a passport or ID.

yes, you need one to leave the country whether the destination is in the EU or anywhere else

I'm sure I read somewhere that within the EU a photo driving licence is sufficient, but I wouldn't like to try it out!

If travelling between Schengen countries photo i.d. is sufficient. However the UK is not a signatory to the Schengen accord.

Travelling within the EU national identity cards are sufficient, we don't have them - yet.
