Does anyone know about child car seat laws in France?

A friend of mine is taking her granddaughter to France in a few weeks, she's 7 and tall for her age (about 4ft 5). Will she need a seat/booster of any kind or can she go without?

If they are driving there then she will need a booster seat anyway.
If flying and getting a hire car, i would book one.
Better safe than sorry.
We took our DD2 to France and the state of the stage one car seats is really bad, ended up borrowing a friend's carseat when we were out there with them.
