Holiday abroad, take the Group 1 seat or buy a booster seat for the 3.5 year old?

I have just weighed DS, he is 17 kg so still okay in his Britax Group 1 seat

Would he be okay in a booster seat now?
We are off on holiday and lugging two Group 1 seats is not ideal

they can go in a high back one from 15kg.

they do however recommend they stay in one with a 5 point harness until 18kg but you can get ones that are like high back boosters but with a 5 point harness like this

when i was in mothercare today i asked about this. the lady said the minimum weight for a normal booster seat is 15kg but they don't recommend it until 25kg.
