Recommendations for a European holiday for family of five

We would love to spend at least a week in Europe this year. 3 DC under 10. It has to be August which worries me due to high temperatures, but we’re open to location ideas. We’re not keen on large hotels/AI, but love smaller hotels, local culture, pretty architecture, good food etc. We like being near water if possible, but not a deal breaker. Italy is at the top of our list, but fear the heat would melt us. Anyone travelled as a five to Europe and found a great area to visit with good accommodation for under £5000?

We are a family of five and we have done Eurocamps, there are several in Italy. Cheap flights and a good location plus Eurocamp facilities works well for us. You can still visit pretty towns if you’re near one and can do a bit of self catering. We always go for the premium accommodation on the sites. They are not five star but they work well for us
