Where to go for snow in Feb (Non skiing)

Wanting to book a holiday for Feb 26 half term. I'd love to ski but DD only 4 and DH hates it due to dodgy knees!

I really want my Dd to see proper snow!

Is there anywhere we can go to enjoy the snow that isn't completely geared toward skiing/snowboarding - perhaps some other things to do with kids like tobogganing?

Look at Finland, just had a flights offer from FinnAir, some great deals. It is likely to be snowy everywhere, not just in the far north though i wasn’t looking at school holidays

Scandinavian countries would be the obvious option. The only thing is it can get mega cold in Feb and you have to be so careful with little children so they don't get frostbite on their faces and they definitely need all the warm kit. There will be snow everywhere in places like Norway, even in the towns so at least you don't have to be outside the whole time and you can do other things.
