Baku v Budapest for a solo female traveller

I’m looking to do a solo trip next year to a European summer Grand Prix. Not sure between Baku or Budapest - which is cheaper/safer/generally better for solo travellers?

Belgium is also an option, or Barcelona (apparently I’m going for the B’s!), or potentially Madrid. But I’m just not sure
