Is the Chico goody plus suitable for hand luggage week?

I'm taking my son on holiday and we need to get a connected flight the lay over is 4 hours and I don't want to put the pram in the hold and carry him for all of that time. Does anybody know if you can take the Chico goody plus as hand luggage? I'm flying with British airways then Bangkok airways

This item will more likely than not get tagged and be stored in the hold. You may be able to collect it on the jetway upon arrival (very much dependent on the airport) or alternatively it’s going to be on the luggage carousel.
