Family of 6 with a budget of £3500, roughly.
We usually do self-catering Eurocamp style holidays in early summer.

This year, our dates are limited to June and July-but I can't tolerate too much heat so I'm wondering if anyone has experiences in countries cooler than Spain and Portugal. (Croatia, the Netherlands are where I've been looking but am open to any destination).

Ideally in some kind of park with waterslides. Kids range from 9-14. Anyone have recommendations they'd like to share?

<a class="break-all" href="https://www.europarcs.com/holiday-parks/luxembourg/clervaux/kohnenhofwww.lasapiniere.lu/en" rel="nofollow" target="_blank">https://www.europarcs.com/holiday-parks/luxembourg/clervaux/kohnenhof. It would be underbudget, not too hot (average temp is 23ish), and includes things like bike rental, has facilities like tennis courts. AquaNat (swim pool) is very nearby. You're near the mountains but also a lovely town and Luxembourg City is easily accessible too.

Don't know what happened there! Meant to put this link: Holiday Park Kohnenhof | Nature experience | EuroParcs

Croatia can be extremely hot

Is the £3500 to include... flights? accommodation? transfers? meals? drinks? activities? And for how many nights?

Duinrell in NL is always much recommended - but indoor pool. Look at Roompot.com, Landal.com and european CPs for places across NL, BE, DE and FR. You mention Eurocamp - plenty of places in Northern France. Siblu parcs in Brittany / Charente? Or Pierre et Vacances?

It is for the flights and accommodation, hopefully transfers as well and for a week-10 days ideally. We have a separate budget for food while we're there
