Periyali Villas with toddler - would you go for Hera or Penelope?

Penelope sounds nicer - two stories, and balcony, but Hera more practical - one level, so better for toddler plus perhaps cooler? Thoughts very welcome!

we stayed in Kaliope and downstairs was lovely and cool while upstairs was roasting
