Looking for ideas for a city break with baby and toddler in April

I am planning a European city break for April with 6 months old baby and toddler.
It should be kids friendly and not long haul flight max 4 hours each way. Ideally looking for weather over 20 degrees.
I am on maternity leave and really hoping for a mini break where we can walk with the kids and eat out etc. countries I am considering so far are Spain and Italy but appreciate any suggestions which are kids friendly and suitable weather in April. Thanks

Rome is great for those ages, and there's the explora kids museum there which is fantastic.

We had 2 days in Barcelona with a 4 year old and a 19 month old. We did a hop-on, hop-off open-top bus which took us round the sights. We took the funicular up to the top of the mountain and we went to the zoo. We were on our way home from a holiday in the south of France (we flew to and from Barcelona) so we didn't bother with the beach.
