Snow holiday in January with 1 and 3 year old, no skiing

Does anyone have any suggestions for a snow holiday in Europe suitable for young children, not interested in skiing but good to have other activities, somewhere child friendly and with a good option of accommodation. We're looking at Europe so it's a short flight time from London. Thanks in advance!

Finland? Lots of snow til March and reindeer. Cheaper as you can avoid peak Alpine ski season costs.

Don't go to any Alpine ski resorts as you'll be paying a pointless premium!

How about Lapland? Post-Christmas it's cheaper, lots of snow, northern lights, sledding etc.

I went Finland a couple of years ago only paid £600 for 2 adults late January, same holiday was £3000, for Xmas. Brilliant place really loved it but very cold

Don't go to Avoriaz if you've no interest in skiing. It's literally a purpose built ski resort.

Lapland probably the best bet?

Zakopane in Poland might fit your bill - it is an alpine style ski resort but with plenty going on for non skiers. Reasonably priced funicular to top of mountain for views and cafes, outdoor thermal pools, market stalls, small funfair rides for kids. Very hearty food too. Plus flights and accommodation cheaper than alps.
