I'm looking for a family holiday to Greece with a toddler. I'd like all inclusive, on the beach near to restaurants and bars. Ideally a short transfer. Does such a magical place exist?

It sure does but you're missing the most magic piece of info of all: budget. Ikos/sani are lovely.

Rhodes- Avra beach. Went this year. Not a sand beach though. But hotel was fab. Top trip advisor ratings. X

Ikos Aria - 15 mins from Kos airport, all inclusive, multiple restaurants, pools, beach, few miles from Kefalos town, about 45 mins to Kos town. Just got back and it was fantastic - it is pricey but worth it imo.

Smy Kos Beach is lovely. Set by the beach. Food was good (and we're veggie). 20 minutes from the airport, bus stop nearby. Good for kids. Staff were excellent.
Went with jet2. Was a bit too isolated for me but if you will be mainly hotel based it's ideal.

You'd probably find something in September if you're not tied to school holidays but choice will probably be limited unless you're flexible about dates location etc.

Look on jet2holidays to see if they've got anything.
