Definitely visit the military fort just outside Kaunas. It was a political prison (pre-war) and a concentration camp during the war. It's all explained very well (in English) in the panels inside.
There are good views from the top of the funicular railway in Kaunas (there are two), but check the opening times - we turned up during their lunch break and had to walk up the hill!

Yes it is. We had a car so we drove, so I don't know about public transport. But it isn't too far out of the city so I'm sure it'd be easy to pick up a Bolt (no uber in Lithuania but Bolt is fairly ubiquitous.
