Completely stuck on where to go in Europe, beach, not too hot, other activities

I am completely stuck for this summer, I have a 14 year old DS. He loves to swim, and being outdoors as well as history and museums, but is mobility impaired. So we can’t go hiking. We have had some lovely holidays in Menorca and Corfu, but as he gets older just being by a beach without more isn’t quite enough. It would suit my husband and I but he gets bored. We don’t need disabled adapted rooms, but do need space so a suite or large room and wherever we stay must have a pool. Many people I know with children who have disabilities say cruise but that’s not for us. And we want a hotel, I don’t want and Airbnb or similar. That’s not for us.

We have been cycling in the Loire that worked, and we’d cycle more but need to be able to hire a tandem wherever we were if we do that do to my son’s mobility.

We’ve done some horse riding and that works but not too adventurous as my husband doesn’t really ride, we are keen to go walking if the paths are wheelchair accessible, which tends to mean cycle paths or by beaches. Personally I think if we found the place to stay that would be a good start.

We would go back to Greece but school holidays make that too hot for summer. We wonder about the Italian lakes or maybe Austria or Slovenia, but it has to be easy and interesting. and I’m stuck!

Lake Garda! Day trip into Verona is easy by train. I'd stay in Peschiera or Bardolino for ease of getting around

Would being in the south of France near transport links work? Or Spain? I’d look at options near Marseille, Barcelona, maybe Biarritz and San Sebastián/Bilbao if it doesn’t have to be a resort with AI. Lots of cultural options as well as beaches there.

Lake Annecy? There's a cycle path that runs all the way around around, and you can do boat trips to towns / villages around it

There's a lovely resort with pools and their own little stretch of beach on the Italian side of Lake Lugano. Great food, great views, extremely friendly staff. Have taken our mum there in a wheelchair - there's elevators all over the place so mostly accessible. 30 min drive to Lugano and 30 min to Lake Como.

How about the Netherlands? Great cycle paths everywhere.

Lalandia, Billund, Denmark? Pancake flat, cycle paths everywhere. Huge waterpark complex with other activities, original Legoland if he's not too old to be interested, could drive to the coast or other parts of Denmark fairly easily (not sure if the buses are accessible). You can fly there cheaply on Ryanair.

I would not recommend southern Spain as the weather has been scorchingly hot the last few summers.

I really liked the look of Parco san marco until I realised that the pool you can actually swim in is for 16 plus. My son swims for his county as a para swimmer and the other pools aren't going to cut it if here is a pool to actually swim in which is such a shame. I fear Paphos and the South of Spain are far too hot in the summer holidays but Paphos was somewhere I might consider in October. Any other recommendations for places to stay in
the Italian lakes or maybe those in Austria, Slovenia, Bavaria, even Switzerland. or for that matter Denmark ?
