north Vietnam in August

Have booked flights to go to Vietnam in August - to fit in with school hols, moan moan. Big special birthday so going for 3 weeks.
On researching found the best place to go will be central, hoi an, hue and around that region. Really want to go to Halong bay and ninh binh regions but am reading that the weather will be bad.
Does anyone have any experience / advice on whether I should plan to visit this this region. Not sure how bad heavy showers can be. Is it that bad e.g intense rain for an hour or so that that's it for the day or for longer.

How frequently are Halong bay cruises cancelled? Should I leave it until I'm there and see what it's like?
Am flying into Hanoi with husband and 7 year old.
Any advice would be very much appreciated

It is the dry season in Central VN (Danang/ Hoian, Hue, Phong Nha cave…) while wet in North (Rain and typhoon) and South (Rain); South has less rain than North.
Book a tour to Halong Bay as well as Ninh Binh while staying in Hanoi is a good idea (The weather is unpredictable).
