Your Lisbon and Barcelona tips but for January?!

Fancy the Maldives really but sadly budget doesn't allow. Don't want to risk the Canaries where weather could be crap so thinking some budget solo city hopping where weather doesn't matter so much for a bit of culture. Any tips gratefully received! Accomodation, things to see and do, food... Anything. Think I might get apartments so I can eat in occasionally.

The food in Lisbon is amazing! The Time Out market is a great starting point. You can also take the public transport boats across the river for a good look along the waterfronts.

The Tower of Belem and the monastery are worth a visit but the Tower is closed in bad weather.
