€7 is not too much but I expect it will rise fairly quickly. The three years is the maximum as it's tied to your passport and if that expires in under 3 years then you'll need to pay again.

Added to the loss of freedom of movement and the maximum 90 day stay it's another loss that should never have happened.

That seems cheap compared to the £200 I now pay each time I take my dog to France (was free before brexit).

Just to be clear:

There is still no confirmed start date for this scheme or for the EES scheme that will also be put in place that electronically records entry and exit between Schengen and non-Schengen countries. The provisional date is "some time in 2024" although there have been many articles suggesting that neither scheme will come into operation until after the Paris Olympic Games, which take place in July and August 2024.

There are many unofficial "information" sites about ETIAS, - The EU has an official website for ETIAS and EES > ETIAS (europa.eu) > which is the one that should be referred to for current and correct information.

New requirements to travel to Europe
