Booked a taxi, got the hotel waiter?

Stayed at a hotel recently. I asked how to get to the hotel from the airport. The hotel said they could arrange a taxi for us. (English speaking country)

When we got through at the airport, no taxi to be found. Spent ages looking before we told a taxi driver we couldn’t find ours, and then lo and behold a guy came over to say he was our driver.

Turns out the hotel had sent the waiter in his personal (crappy old) car to get us. No air con and not enough space for luggage so had to have some on the seat.

We were charged the standard licensed taxi rate.

Would you be a tiny bit annoyed?

I’d be a very big bit annoyed. Was he even registered/insured to take paying passengers?

Was this Malta (or Gozo)?

If not, that means there's two places that operate like that.

The approach to health and safety and legal compliance is, um, different to UK expectations.
