Do you tip on top of service charge?

Currently on holiday in Barbados. Food is mega expensive, and then there’s a service charge on top, which is 10%.

Waitress asked us quite rudely for a tip on top of the service charge. Apparently the service charge isn’t the tip. I just ignored her as felt she was just trying it on (as seems to happen a lot here).

Do you tip if there is a mandatory service charge?

Unless the service has been absolutely outstanding then no - the service charge is the tip.

The service charge itself is trying it on, though more likely at an establishment level than individual staff. The price of your meal is in itself more than the meal alone: you're paying for the overheads of the business, the lease, equipment, energy bills, and for the staff. There's no call for adding an extra charge for getting you the thing you order, any more than if your item came itemised as '40 mins x our rate for electricity per customer per minute'.
