Airplane travel 13 years old on her own

My daughter needs to travel from India to UK on the aeroplane by herself and there's a changing aeroplanes point in Middle East

could anyone let me know how to arrange the consent form that she can travel by herself

Where are you starting from? What about a direct flight from London? Not all airlines have an UM service. My Dc flew to the US aged 14 and was just left to it - but it was a direct flight so less stressful.

Yes was booked via my travel agent with one airline / one ticket with a 3 hour stop over in Dubai.
