It depends on the time of year. Paris is brilliant if it’s not the height of summer. At that age my dd enjoyed all the carousels, Jardin d’Acclimation, the sandpit and puppet show in Parc Monceau and Jardin des Plantes. We also discovered a little aquarium close to the Eiffel Tower. We did a few museums when DD was napping or just very sleepy in her pushchair, but the biggest hit for her was L’Atelier des Lumières. She ate more than her body weight in both sweet and savoury crepes!

Brussels I think could be lovely - markets depending on time of year and very friendly restaurants or Berlin . Advantage of Brussels or Paris - just a train trip.

We went to Seville and Granada when dd was around that age. Very normal to see babies/kids out with their families until quite late in the evening.
