I’m not going to sugar-coat it…. November is known as the month of death. It's the wettest month, which means unpleasant slush and ice. It’s also a dark month, not officially as dark as December, but the high rainfall/snowfall means there are a lot of clouds around, so whatever little sun there is tends to be blocked. Expect only around 6 hours of daylight.
To answer your question, you will want boots.

When I did a long weekend in Helsinki in Nov trainers for me were fine..got some nice bright sunshine, bit of rain and it was cold, as expected, so went prepared clothes wise but ended up buying a hat there as well on the first day. Temp was about 0 to 4/5 degrees Celsius
Did loads of walking about.
I was pleasantly surprised by how.much I enjoyed it. Did boat trip,musem,shops,restaurant/pubs,,bus tour, was even tempted by the big outdoor pool.
