Hi, just checking. Do I only need to apply for this is we will be driving in Paris, Grenoble or Strasbourg?

Also applies in Lyon and Lille. We got ours from the French Government website. Only cost a few euros and came in a couple of days. You will need your registration document for the form filling.

Best to get one just in case, quite a few smaller cities also require them depending on the weather. They only cost about 3€, dont leave it until the last minute though!
