13 year old flying alone

DS13 is flying to Madrid unaccompanied with Iberia. We are struggling to find out what documentation he needs apart from his passport.
It's difficult to get consistent information online. We think he needs some kind of parental certificate but not sure what exactly. Does anyone know?

I don’t know but I had similar when my then 13 year flew to NY. I wrote a letter signed by both parents and copies of our passports. Passport control didn’t ask any questions and just let them through!

Have you asked the airline - like phoned or emailed?

The phone call to Iberia was unhelpful- she didn't know! The links seem to be for Spanish kids flying out.

Given that's Spain, that means : Spanish authorities will require that all Spanish minors travelling alone or accompanied by third parties who are not parents or guardians have a travel permit issued by one of the following: Police, Civil Guard, Notary's Office or Town Hall, requested in person by the parents or legal guardians.

How you do that in the U.K., I've no idea. Would it be worth calling the British consulate in Spain?
