I think its the Vin number which can be found on your winscreen or on a plate under the bonnet

Without seeing the original form it's hard to give a definitive answer but based on the definitions usually used on motor vehicle related documents in France (e.g. the Carte Grise > Car Registration Document)
Marque= Make/ Manufacturer (e.g. Renault)
and in case t's relevant, FWIW
Dénomination commerciale= Commercial name, (e.g. Twingo)
