Travelling to Holland in March

My daughter is thinking of heading to Amsterdam for the weekend in a couple of weeks along with 2 mates... all are 18.
Am I right in thinking that they'd be required to do a LFT before going (and a govt one won't suffice). Also, will they be considered fully vaxxed after 2 jabs.....the govt website on this is really confusing.

The Dutch website is very straightforward to use - and in English

2 jabs is fully vaccinated.
