Portugal - In winter

I have to go on a work training trip to Lisbon and we are looking at making it into a longer trip for 4 weeks as a family, going mid November.

I know the weather will not be hot / sunny all the time but after 2 years of UK only trips (and not many) I am excited to be potentially going anywhere!

So can anyone advise on nice places to base ourselves on the edge of Lisbon? The kids (aged 6 & 9) will be with us. I have heard Cascais is nice, anyone know which bits? Or any other small villages / towns to look at?

Important:

Beach access
Shops (for buying food) / restaurants / cafes
Some sightseeing / educational things to go and see / do with the children
Peace and quiet / tranquility / pretty surroundings
Family friendly
DH likes to cycle so some routes would be good but not at all essential.

Has anyone got any tips?

Thank you, I am more looking for an air b&b than a hotel as that's a bit pricey for 4 weeks but Martinhal does look lovely!
