PLEASE can some one help with passenger locator form to get in to U.K.

I've just filled in a passenger locator form to return to U.K. with DD (15) and have received just one QR code.
When we came to Spain a month ago we had two separate codes.
What's going on. Have I done something wrong??

I only got one code for me and 4 kids a week and a half ago. No problems entering the uk. I assume there’s different rules on the Spanish side.

Honestly I'm sure they couldn't make it harder if they tried!
It's as if they don't want us back, happy to stay here but think my mother want her house back, before we do it all again in a few weeks

Under 18's go on parents plf.
They don't need separate one.
Other countries are different

Greece for example is one form for all family members travelling together.
Spain is one form per person
UK one form per adult, children included in parents form. It has a part were it asks if you want to add under 18's
