Would fco advice against travel if an area went into voluntary lockdown?

I've just read that Barcelona went into lockdown voluntarily. I know our insurance refunds us if the fco advice against travel but would this happen if it is a voluntary lockdown. We are going to another part of mainland Spain

Not necessarily - we were due to go to Thailand and Malaysia in August, there's a international travel ban to 31 August but FCO has it as fine to travel to but says see entry requirements. So insurance can get out of paying.

Tui have said they will not send us if a quarantine is in place. I wonder if this is for voluntary lockdown

I would have thought its for compulsory lockdowns, though maybe ask TUI. Might be worth deferring if lots will be closed if that's an option. I'ld just keep watching the news, all changes so fast.

Looks like FCO advice has just changed for Spain so should be cancelled / insurance claim if got pre covid19.
