I'd say Canaries,. Particularly Tenerife or Gran Canaria would fit the bill.

Depends how far you want to travel?

One of the Canary Islands is probably your best bet for short haul although the warm weather is not guaranteed as it can rain in Feb.

Or if you don't mind going a little bit further then Cape Verde is perfect... fairly cheap and hot all year! Not much to do there though, it's more of a beach/pool type of holiday.

If you don't want coast, then Marrakech is a good mix of modern hotel complexes and olde worlde exploring. Atlas mountains are close enough to explore for something different.

Canaries for warmth at that time of year.

We did Lanzarote for about £175 each in February. But it was cold and windy.

Lanzarote. You will get some warm sunshine for a few hours in the day then cool when the sun goes down.
