Power banks for charging and flying with BA

I need to take a power bank with me on a BA flight to charge my mobile

Does it go in hand luggage, can I used it on the plane? or Does it go in the hold luggage?
It’s a bit confusing in the BA website.

It HAS to go in hand luggage. External battery needs to be in hand luggage.
