New Years Eve city break

We are a family of 5 looking for a city break for New Year, youngest being 17. So not clubbing/party scene.
Somewhere preferably with fireworks, street entertainment, restaurants.
Would love Finland/Norway but to expensive.
We have been to Edinburgh and Dublin.
Any ideas welcome. Thank you

I was in Porto last New Year's Eve. Would recommend, fairly inexpensive, large (free) street party with music and fireworks, nice atmosphere, lots of families. Plenty of good places to eat. I think Lisbon organise something similar.
