travel insurance for dds aged 2 and 6) only??

Can I get travel insurance for my dds without me applying for it at same time? I'm covered already (and they're not)...

I tried to get travel insurance for DS2 last year when he went to stay with friends in France. He was then 15 and I found that you couldn't get individual insurance for an under-16 year old anywhere.
