First child passport deed poll name change

Hey. So my daughter is 7. I have changed her name via deed poll to my surname. Her father has had no contact in 4 years. He was violent towards me and my child. And I recieved a letter last year from a safe guarding hub to make sure my child was safe guarded due to a incident that happened between him and his mow ex partner in front of their kids. ( who he now only has supervised access too ) so my dilemma is I didn't get his consent for obvious reasons to change her name. I want to apply for her passport in her new name. How lenient are they with him having parental responsibility ( on the birth certificate ) I have the letter as proof and the supporting letter I wrote for the name change and why I wasnt getting his permission. Anyone successfully done this?
