ESTA requirements for transit

My 19 year old son is travelling to Australia via LAX and Auckland later this year, he will have a 2 hour layover each time. He will hopefully be in Oz for 12 months and doesn’t have a return flight booked as yet. Does anyone know if he needs an ESTA? Am finding conflicting info online.

yes, as he's landing in us (even if only in transit) he needs the esta.

I don't know, probably, but for the sake for less than £10, its probably worth getting
