I have done all 3!
Empire State has chicken wire so it is hard to get clear photos. I much prefer the Rock which has glass panels with gaps between them in which you can put your phone and take photos. You also get a great view of the park.
This summer we also did the one world. We have a MasterCard and took their tour with a private guide. He was really interesting and the view out over the harbour was great but most of New York’s seemed far away and so you could not see it in detail. I found it emotional looking out and realizing that it was the last view of so many people.
If I go back to NYC my number one choice would be the Rock.
