Residency order and holiday abroad

We currently hold a residency order for our grandson who is 16 months hes been with us since he was 5 months old. The residency order states he will reside with us until he is 16. He sees his parents once a wk for 1 hr supervised by sw. My question is can we take him abroad parents are refusing we share parental rights. The residency order states we can apply for a passport and open a bank account for him so im assuming i dont need their permission? Ive read online its ok up to 28 days? Is that even in scotland coz i know our laws can b different! They have no valid reason to refuse i have asked our solisitor but hes taking ages to answer. Ive said it will not interfere with their 1 hr a wk so thats not an issue. Help!!!
