perfect holiday???? 2 grannies, 2 tweens, 2 toddlers Help needed!

I'm thinking all inclusive, my sister wants eurocamp, my daughter wants to surf, my son wants to play football with other kids. Need help finding perfect solution. Please help!!
I like Majorca but its become pricey, are there any relaxed places in Spain that have kids clubs for the littlies and clubs for my all action heroes? Bit of culture for the nannies and cover up pools for the small ones?

It's not in Spain, but I'd suggest Camping Bella Italia.
The first time we booked through Canvas Holidays. The second time we went directly though the campsite website. www.camping-bellaitalia.it/en/
We flew to Verona airport which is 23km away. Verona, Milan and Venice are all a train ride away from the local train station. Closer to park however, around the lake are some really stunning towns, including Desenzano, the largest town on the lake and home to the lake's largest market every Tuesday. There are also, of course, theme parks Gardaland and CanevaWorld.
There's a toddler's splash pool, a couple of playgrounds and lots of baby equipment available on request. A babysitting service is available and the creche takes children from 6 months.
There is lots for young teens, especially if they are sporty because there's canoeing, archery, tennis, volleyball, basketball etc... There is a water sports centre next door which has windsurfing, banana boating, kayaking. During the summer there is a football school for 7-17 year olds. Bike hire is also available.
Restaurant, shop and sweet little ice cream parlour (which we spent too much time at!) on-site.
There are local organised tours if you don't want to drive.
