I've been to Powys Castle several times - there are terraced gardens but it is not all wheelchair accessible. I'm not sure what parking is like for blue badge holders either. However, I did find this which has sections on both trails and activities.

We've also been to Park Hall Farm near Oswestery, which was a good day out. Again, not all of it is 100% accessible but there are plenty of things to see & do.
