Car seats in France

Does anyone know whether a 10 year old would need a car seat in France?

He's about the height of a teenager!

I've tried googling and it says kids 'up to 10' need a car seat, I'm not sure if that includes 10 year olds too?

I had my 11 year old in a car seat since where I live kids have to be 12 years old or 150 cm high before they don't have to use a car seat anymore.

My tall 10 yr old doesn't use a car seat. It has never been questioned. She is almost as tall as her teacher so it would be a bit ridiculous.
